Introduction

Oregon's weight-mile tax changes on July 1, 2027. Under House Bill 3991, the Oregon Department of Transportation (ODOT) is moving from 85 tax rates to 10 and tying each truck's tax weight to its cab card.

The switch lands in the middle of the summer reporting season. That means your June and July 2027 filings will follow two different sets of rules. This guide explains which rates apply to each Oregon Weight-Mile Tax Report, when each is due, and how to keep your records clean through the change.

The Short Answer

ODOT has confirmed how the switch works for monthly filers:

  • June 2027 report: uses the current rates and is due July 31, 2027.

  • July 2027 report: is the first report under the new structure and is due August 31, 2027.

ODOT also says due dates do not change. What changes is how the tax is figured for miles driven on and after July 1, 2027.

Why June and July 2027 Are Different

HB 3991 was passed in Oregon's 2025 special session. ODOT reports that some fee and tax increases in the bill were repealed in May 2026, but the motor carrier changes, including weight-mile tax simplification, were not repealed.

Starting July 1, 2027:

  • All vehicles over 26,000 pounds use one rate table (ODOT Form 9928-2027), regardless of fuel type.

  • The table has 10 weight groups: nine groups of 6,000 pounds between 26,001 and 80,000 pounds, plus one for 80,001 to 105,500 pounds.

  • Tax weight equals registration weight on the cab card.

  • Carriers no longer track configuration, number of axles, or operations above 80,000 pounds.

Because the rules change on a single date, the month or quarter your miles fall in decides which rules apply.

The June 2027 Report: Current Rules

Your June 2027 Oregon Weight-Mile Tax Report is the last monthly report under the current system. For June miles, carriers still:

  • Use the current rate tables and declared weights

  • Track configurations and axle counts where the current rules require them, and

  • File by July 31, 2027.

Since this report is filed in late July, after the new system starts, it's easy to slip and use the new rates by mistake. Double-check that every June mile is reported under the current tables.

The July 2027 Report: New Rules

The July 2027 report is your first one under HB 3991. For July miles:

  • Each truck has one weight: its cab card registration weight.

  • Each truck uses one rate from the new 10-rate table. Examples from ODOT's 2027 table include 7.64 cents per mile for 26,001 to 32,000 pounds and 25.12 cents per mile for 74,001 to 80,000 pounds.

  • A truck that returns empty uses the same weight and rate as when loaded.

  • The report is due August 31, 2027.

The new table removes many of the separate lines of carriers used to fill in, so the July report should be simpler, as long as each truck's weight was set correctly beforehand.

Quarterly Filers: Q2 and Q3 2027

Some carriers are authorized to file quarterly. Under ORS 825.492(2), quarterly reports are due May 31, August 31, November 30, and February 28.

That lines up neatly with the switch:

  • Q2 2027 (April to June): all miles fall before July 1, so this report uses the current rates. It's due August 31, 2027.

  • Q3 2027 (July to September): all miles fall after the switch, so this report uses the new rates. It's due November 30, 2027.

Don't let July miles slip into the Q2 report.

Trips That Cross Midnight on June 30

Some trucks will be rolling through Oregon when the calendar flips. The safest approach is to split the trip by date:

  • Miles driven on or before June 30, 2027, go on the June report (or Q2) under current rules.

  • Miles driven on or after July 1, 2027, go on the July report (or Q3) under the new rules.

An odometer or ELD reading at the start of July 1 makes this split easy to support. Without one, you'll be estimating, and estimates are hard to defend in an audit.

Temporary Weight Increases in July

HB 3991 adds a temporary weight increase for trucks that occasionally haul heavier than their cab card weight. ODOT says it costs $5 per vehicle, is valid for 10 days, and can be bought as many times as needed.

There's a catch. ODOT notes the carrier then pays at the higher rate for the whole reporting period. If a truck buys a temporary increase on July 25, the higher rate applies to all of its July miles on the July 2027 report.

How to Prepare Your Records

  1. Complete the spring 2027 weight amendment. ODOT plans a mandatory one-time amendment (MOTA) of enrolled weights in spring 2027. Set each truck's weight carefully.

  2. Record odometer readings on July 1. Take a reading for every truck at the start of the day.

  3. Keep June and July miles separate. Don't combine them in one log or spreadsheet.

  4. Update your software. Make sure your mileage and fleet tools switch tables on July 1, 2027.

  5. Keep records for three years. ODOT still requires mileage records to be kept.

Common Mistakes to Avoid

  • Using new rates on the June report. June Miles uses current rates, even though the report is filed in late July.

  • Mixing June and July miles. Split trips by date.

  • Forgetting the temporary increase effect. It raises the rate for the whole period.

  • Ignoring the weight amendment. Your July report depends on the weight you set in spring 2027.

  • Assuming due dates moved. They didn't.
