The Oregon Temporary Enrollment Document (TED) is an essential credential for carriers who operate vehicles in Oregon but are not yet fully enrolled in the state’s weight-mile tax program. Oregon is one of only a few states that requires certain commercial vehicles to pay a weight-mile tax instead of traditional fuel taxes, and the TED allows carriers to stay compliant while their permanent account is being processed.

A Temporary Enrollment Document gives a motor carrier legal authority to operate in Oregon for a limited time while the Oregon Department of Transportation (ODOT) sets up the carrier’s:

When Carriers Need a TED

Carriers must obtain a TED in several specific situations:

1. When Entering Oregon for the First Time With Eligible Vehicles

If your fleet includes vehicles:

  • Over 26,000 lbs., or

  • With 3 or more axles, regardless of weight

…you are required to pay Oregon's weight-mile tax. You cannot legally operate until you’re enrolled or have a TED.

2. While Your Permanent Weight-Mile Account Is Being Approved

ODOT requires time to:

  • Verify carrier information

  • Process bonding or cash deposit requirements

  • Activate tax reporting access

3. When Adding a New Vehicle That Isn’t Yet Enrolled

If a newly acquired vehicle will operate in Oregon before ODOT updates your account, a TED may be issued so the new unit can operate legally.

If your account was closed due to inactivity, lack of bonding, or past-due filings, a TED allows temporary operation while issues are resolved.

5. When a Carrier Needs Short-Term Emergency Access Into Oregon

How Long a TED Is Valid

A TED typically provides 30 days of temporary authority, though timelines may vary depending on processing needs.

Carriers must complete full enrollment before the TED expires.
