Oregon fuel tax permits (IFTA & temporary fuel permits)

Dec. 15, 2025, 12:16 p.m.
Oregon has a unique fuel tax system. Unlike most states, Oregon does not participate in IFTA for diesel fuel. Instead, Oregon uses a weight-mile tax for heavy vehicles. That makes compliance a bit different.

IFTA in Oregon — What Applies (and What Doesn’t)

 Diesel fuel

  • IFTA does NOT apply to diesel in Oregon.

  • Diesel-powered vehicles do not report Oregon miles or fuel under IFTA.

  • Instead, qualifying vehicles must comply with Oregon’s Weight-Mile Tax program.

 Gasoline, propane, and natural gas

  • IFTA DOES apply to:

    • Gasoline

    • Propane

    • Compressed or liquefied natural gas (CNG/LNG)

  • If your qualified vehicle uses these fuels and operates in Oregon and other IFTA jurisdictions, you must include Oregon in your IFTA reporting.

 Oregon Weight-Mile Tax (Diesel Vehicles)

If you operate a diesel-powered vehicle with a declared weight over 26,000 lbs in Oregon, you must:

  • Register with the Oregon Department of Transportation (ODOT)

  • File weight-mile tax reports

  • Pay tax based on:

    • Miles traveled in Oregon

    • Declared combined weight

    • Axle configuration

This applies to both intrastate and interstate carriers.

Oregon Temporary Fuel / Trip Permits

If you are not registered for Oregon’s fuel tax requirements, you may need a temporary permit instead.

Common temporary permits include:

  • Oregon Weight-Mile Tax Trip Permit

    • Typically valid for a limited number of days

    • Used by carriers making occasional trips into Oregon

  • Oregon Registration Trip Permit

    • Used when a vehicle is not properly registered (not fuel-related but often required together)

These permits are ideal for:

  • Out-of-state carriers entering Oregon infrequently

  • New carriers awaiting full registration

  • One-time or short-term moves

 Who Needs Which Permit?

Situation Required
Diesel vehicle over 26,000 lbs operating in Oregon Weight-mile tax account or trip permit
Gasoline / CNG / LNG vehicle in multiple states IFTA license (including Oregon)
Occasional Oregon travel (diesel) Weight-mile trip permit
Fully registered diesel fleet in Oregon Weight-mile tax account
Vehicle not properly registered Registration trip permit

 Key Compliance Tips

  •  Carry proof of permits in the vehicle

  •  File reports on time—even if no miles were driven

  •  Don’t report diesel Oregon miles on IFTA returns

  •  Make sure declared weight matches your permit and registration

  •  Avoid assuming Oregon follows standard IFTA diesel rules (it doesn’t)

 Bottom Line

  • Diesel + Oregon = Weight-mile tax (not IFTA)

  • Gasoline/alternative fuels = IFTA applies

  • Occasional trips = Temporary permits available
